Elon Musk Says Trump Is ‘Ultimately’ Responsible for Any Curbs on Ukraine’s Starshield Systems

SpaceX CEO Elon Musk has said US President Donald Trump and the US military are responsible for deciding any restrictions on Ukraine’s access to the military-focused Starshield satellite system. His comments follow reports that connectivity limitations disrupted Ukrainian drone operations, raising fresh concerns about the country’s reliance on American satellite technology during its war with Russia.

Musk Says US Government Controls Starshield Restrictions

In a post on X on October 14, Musk said Starshield systems are owned and controlled by the US government. He added that any limits on speed or usage are determined by the US military and ultimately the president.

Musk’s remarks came in response to Ukrainian officials seeking the removal of speed restrictions that they said were affecting military operations. By pointing to US government control, he distinguished Starshield from Starlink, SpaceX’s commercial satellite internet service.

The White House had not publicly confirmed Musk’s account of who was responsible for the reported restrictions at the time of the reports.

Ukraine Reports Disruptions to Drone Operations

Ukrainian officials said sudden speed restrictions on satellite-connected terminals had disrupted some military missions. The affected connections are important for guiding drones used to strike Russian positions and for operating interceptor drones designed to defend Ukrainian cities against aerial attacks.

Reports indicated that terminals travelling above approximately 160 kilometres per hour were affected by restrictions. Ukraine’s military representatives said the changes had occurred without advance warning, prompting concerns about their impact on battlefield operations.

Ukraine’s former defence minister Mykhailo Fedorov called for the complete removal of Starshield’s speed limits, describing reliable connectivity as critical to the country’s defence. Starshield and Starlink Serve Different Roles

Although both systems are developed by SpaceX, Starlink and Starshield have different purposes. Starlink provides commercial broadband internet to consumers and businesses, while Starshield is designed for government and military applications, including secure communications and intelligence-related operations.

The distinction is significant because Ukraine relies on satellite connectivity for military coordination. However, access to military-grade services can depend on government decisions and agreements, making the systems part of a wider relationship between technology providers and national defence authorities.

Musk has also said Starlink is intended for civilian or defensive activities and should not be used for offensive military action.

Restrictions Raise Questions About US Support for Ukraine

The dispute comes amid broader tensions over Washington’s military and intelligence support for Kyiv. Ukrainian officials have raised concerns about the reliability of communications and early-warning information as Russian attacks continue against Ukrainian cities and energy infrastructure.

For Ukraine, any limits on satellite connectivity could have direct consequences for battlefield coordination and air defence. For the United States, the episode highlights the strategic influence that government control over advanced satellite systems can have during an active conflict.

Further clarification from Washington and continued discussions between Ukrainian officials, the US government and SpaceX will be important in determining how access to these systems is managed going forward.
