Victor’s professional journey reflects a steadfast commitment to enhancing public security infrastructure across Mexico. Previously, he led high-impact initiatives involving C4/C5 command centers, cybersecurity operations, critical communications, and information analysis within public safety environments. Prior to his current role, he served as Titular of the Centro de Comando, Control, Comunicaciones, Computo e Inteligencia (C4i) in Sinaloa for over seven years, where he spearheaded critical initiatives that improved the management of sensitive information and operational oversight. His earlier contributions as Head of Regional IT Services at the Federal Government and as Subdirector of Technology and Information Security at Banjercito further demonstrate his adeptness in aligning technology with organizational objectives, ensuring that security systems remain robust, adaptive, and forward-looking.
Beyond his extensive professional experience, Victor has invested in advanced education to strengthen his expertise in cybersecurity and cryptography. He earned a Master’s degree in Cybersecurity from the Universidad Internacional de Valencia, complemented by specialized studies in Cryptography and Security Teleinformatics from the Faculty of Engineering of the Army. His academic foundation also includes Computer and Informatics Engineering from the Military School of Engineering in Mexico, along with Executive Education in Senior Management from ITAM, which collectively underpin his strategic and technical proficiency.
