Warren Says Trump ‘Sold Out’ U.S. Security by Allowing Nvidia to Sell H200 Chips to China

Sen. Elizabeth Warren on Thursday accused President Donald Trump of undermining U.S. national security by allowing Nvidia to sell its advanced H200 artificial intelligence chips to China. She said the move hands Beijing access to high-end hardware that Washington has previously restricted and demanded congressional testimony from Nvidia CEO Jensen Huang and Commerce Secretary Howard Lutnick.

Trump announced the decision earlier this week, saying Nvidia could sell H200 chips to “approved customers” in China as long as the U.S. receives 25% of the revenue. The agreement immediately drew criticism from Democrats and several Republicans who have backed efforts to maintain U.S. dominance in the AI hardware race.

Warren said the deal contradicts years of policy aimed at limiting China’s access to cutting-edge AI processors. She urged Congress to pass new bipartisan export controls, arguing that the administration was “putting money ahead of national security.”

Nvidia, responding to Warren’s comments, said any H200 shipments to China would still require a government license and represent only a small share of the chips supplied to U.S. customers. The company defended previous approvals for its lower-powered H20 processors, saying blocking those exports cost the U.S. billions and opened the door for foreign rivals.

Warren linked Trump’s decision to political influence, pointing to Huang’s attendance at a million-dollar-per-plate fundraising dinner at Mar-a-Lago and Nvidia’s donations to Trump’s new White House ballroom project. She said those events raise questions about how the approval was secured.

The criticism came shortly after the Justice Department announced charges against a China-linked AI smuggling network, underscoring what Warren described as the risk of relaxing export rules while law enforcement warns of increasing attempts to acquire restricted U.S. technology.
