US-China Trade Tensions Rise as New Port Fees Begin

Beijing — New fees on American ships arriving at Chinese ports came into effect on Tuesday, as trade tensions between the United States and China continue to grow.

China said the new charges are meant to protect its shipping industry from what it called “discriminatory” US measures. The fees apply to ships that are US-owned, operated, built, or registered under the US flag. Chinese-built ships are not affected.

The move comes after the US started charging similar fees on Chinese ships arriving at American ports. Both measures began this week.

Last week, China also announced tighter export controls on rare earth minerals. In response, US President Donald Trump warned of a possible 100% tariff on Chinese goods.

On the same day, the US introduced new tariffs on imported timber, kitchen cabinets, and furniture, many of which come from China.

US Treasury Secretary Scott Bessent said that President Trump and China’s President Xi Jinping still plan to meet later this month in South Korea to discuss ways to reduce tensions.

“The 100% tariff does not have to happen. The relationship is still good and communication has reopened,” said Bessent.

A spokesperson for China’s Ministry of Commerce said the country is open to talks but will not accept threats.

“If there’s a fight, we’ll fight to the end; if there’s a talk, the door is open,” the spokesperson said.

Chinese state media reported that the new fee is 400 yuan ($56) per net tonne for ships linked to the US and will increase each year to 1,120 yuan per tonne by 2028. The duties also apply to ships in which US companies hold a 25% or higher stake.

The new measures come months after both countries agreed to reduce tariffs earlier this year. However, the recent actions have renewed fears that the trade dispute could escalate again, affecting global shipping and trade.
