His career has been defined not only by technical expertise but also by a deep commitment to building sustainable systems that deliver real impact.

From his early roles in Guinea to senior leadership positions with the International Federation of Red Cross and Red Crescent Societies, Moulaye has consistently demonstrated the ability to steer large-scale operations through some of the world’s most challenging crises. As Country Director in Sierra Leone, he managed a $94 million emergency Ebola response, leading nearly 500 staff in delivering life-saving services to more than a million people. His time as COO in North Korea further showcased his skill in navigating complex financial and administrative systems under intense conditions, while his work across Africa, from Burundi to Cameroon, Gabon, and Rwanda, strengthened institutional resilience in fragile contexts.

Beyond humanitarian response, Moulaye has also been a builder of institutions that thrive long after the crisis ends. At the African Institute for Mathematical Sciences in Rwanda, he drove operational excellence and strategic growth, supporting one of the continent’s most important educational initiatives. Later, at Humentum, he led global financial and funding system transformations, creating tools and strategies that empowered more than 500 civil society organizations across 40 countries to achieve greater sustainability.

Today, as Founder and Managing Director of BAARA Consulting, he continues to pioneer innovative approaches to financial strategy, governance, and inclusive development. Through flagship initiatives such as BAGRIPARK, BAARA Hospital, and Inclusion & Impact, Moulaye is not only improving systems but also directly enhancing access to healthcare, education, and opportunity for underserved communities. His board roles with the Global Board Consortium and ESDEV Foundation Africa further underscore his influence in shaping governance models and championing diversity at leadership levels.
