His professional journey includes high-level leadership roles at NEOM, one of the world’s most ambitious smart city projects. There, he served as Senior Risk Director for the Executive CEO office, Senior Manager for Governance, Risk and Controls, and Director for Digital Delivery & Operations for the Engineering and Technical Services Department. At NEOM, he was instrumental in launching the CEO WarRoom, deploying an advanced eGRC platform, and leading the rollout of a Project Management Information System (PMIS) that integrated cutting-edge digital solutions such as Aconex, Unifier, VREX, Reconstruct, Solibri, and Cost-OS.

Prior to NEOM, his leadership shaped landmark projects across the Middle East and beyond. At ASTAD in Qatar, he oversaw the Education City portfolio for Qatar Foundation. With WSP, he directed program controls for the Roads Projects Department, managing projects worth more than six billion Qatari Riyals. During his tenure at SYSTRA/Jacobs, he built the PMO function for the $11 billion Qatar Integrated Railway Project, ensuring timely communication and stakeholder alignment. His earlier contributions include advising on cost controls for AECOM’s Jeddah Public Transportation Plan, managing project controls for SNC-Lavalin’s Mina De Cobre Copper Gold Mine in Panama, and leading cost control efforts for the $3 billion Tunis Bay Financial Harbor. His experience also extends to global projects such as the Emirates Aluminium Smelter Complex in the UAE, the Goro Nickel Mine in New Caledonia, and the Diavik and Voisey’s Bay mines in Canada, each reinforcing his reputation for governance, cost optimization, and operational excellence.

Academically, Dr. Gharbi holds a Doctorate in Business Administration in Project and Programme Management from SKEMA Business School in France, an Executive MBA from the Mediterranean School of Business in Tunisia, a Master’s degree in Civil Engineering from Sherbrooke University in Canada, and a Bachelor’s in Infrastructure and Buildings Engineering from Carthage University in Tunisia.
